Facilitated taxation regime
The Republic of San Marino has decided to use an assimilation mechanism, both in terms of taxation and accounting, in particular:
Utility tokens are assimilated to foreign currencies.
Investment tokens are treated as participating instruments of the issuer or debt securities of the issuer
A tax exemption for IGR (General Income Tax) is envisaged for income realized through transactions with the tokens governed by the decree.

Our target
Anyone working in Blockchain can apply to the institute for recognition as Blockchain Entity. The Decree establishes that the Blockchain Entities can be companies or other bodies endowed with autonomous legal personality that make use of blockchain systems, residents:
In the Republic of San Marino.
In a member country of the European Union.
In a non-EU country that is not classified as a high-risk country and is considered suitable by the legislation in force in the Republic of San Marino.
Becoming Blockchain Entity means:
Priority access to token issuing authorization procedures, under the jurisdiction of the Republic of San Marino.
Obtain registration in the Blockchain Register and the inclusion in the list (listing) of compliant subjects concerning to the sector rules on the Institute's website.
Obtain an official assessment on your profile having passed the due diligence process by the Institute.
Ensuring its stakeholders through constant reporting on the progress of the project and maintaining the requirements with constant monitoring and supervision by the Institute of Blockchain Entities registered in the Register.
Blockchain Entities have a dedicated treatment, both in terms of costs and in terms of exclusivity of the official response from the Institute.

Payments
In order to access the evaluation process, the payment of a € 1,500 fee is due to San Marino Innovation which, in the event of a positive outcome, will be deducted from the annual fee. In the event of non-payment, no assessment will be made.
The outcome of the evaluation is communicated, via e-mail, to the address indicated by the applicant by San Marino Innovation SpA, within 20 working days from the date of submission of the application.
The recognition is valid for 12 months. Each year the renewal procedures must be activated again within 90 days from the deadline for registration in the Registry.
